（中央社記者陳偉婷台北2日電）近日台灣熱翻，4天內有114人次受熱危害送醫，衛生福利部首度啟動橘色高溫預警行動方案，提供預防熱傷害要訣、加強獨居老人訪視等，警報期會隨溫度調整。
衛福部統計，5月29日到31日因各原因熱傷害急診就醫人數計83人次、6月1日初步統計資料也有31人次，共計114人次受熱危害。
衛福部發言人王哲超今天表示，進入酷熱炎夏，1日台北及台東部分地區氣溫已達攝氏38度以上，為提醒及預防民眾健康傷害，衛福部各相關單位已啟動橘色高溫預警行動方案。
因應氣候變遷可能對民眾健康造成衝擊與影響，衛福部民國103年制定「因應氣候變遷之健康衝擊政策白皮書」，參考中央氣象局氣象預報溫度及世界氣象組織高溫定義（大於等於35度），設定高溫預警行動方案分級標準。
白皮書分3個警戒範圍，第一級黃色警戒（預警期），氣象預報溫度介於31到37度；第二級橘色警戒（警戒期），氣象預報溫度高於38度；第三級紅色警戒（應變期），氣象預報溫度高於38度，並持續達3日以上。
王哲超表示，達黃色預警期時，會提醒民眾注意自我防護、預防高溫熱傷害；橘色警戒期會加強對弱勢民眾、獨居老人及街頭遊民關懷訪視或電話關懷服務，先提供飲水、帽子、扇子等物資，並督導各醫療院所依作業指引啟動因應大量中暑傷患處理準備工作等。
至於紅色警戒期，王哲超說，會督促高溫地區政府、民間團體合作提供民眾鄰近避暑場所及臨時庇護所資訊，並提供充分飲水等避暑防高溫物資，隨時訪視弱勢民眾注意其是否因高溫造成健康傷害。
他說，過去衛福部曾針對低溫啟動應變方案，這是首度針對高溫啟動橘色警戒，雖然今天天氣稍涼，但根據氣象預報，未來幾天仍有高溫，對全台發出橘色警戒。1050602
